Serging Osmeña Boulevard, Cebu City

It is the road formerly known as "Gen. McArthur Boulevard" which is located at the Cebu North Reclamation Area. The Cebu City Council on mass motion enacted City Ordinance No. 1178 on Nov. 6, 1984 renaming "Gen. McArthur Boulevard" to "Serging Osmeña Boulevard".

Originally, the proposed ordinance was to rename Gen. Maxilom Avenue to "Sen. Serging Osmeña Boulevard", however the Cultural and Historical Affairs Commission of the city reported an opinion that Gen. McArthur Boulevard would be better and more appropriate to be renamed such since it is located at the Cebu North Reclamation Area, the brainchild of the honoree.

Sergio "Serging" Osmeña Jr. was born on Dec. 4, 1916 in Cebu. Son and namesake of Don Sergio Osmeña Sr. He was the first elected City Mayor of Cebu. He finished his Associate in Arts at the Ateneo de Manila. He was elected Mayor of Cebu City in 1955, 1959, 1963, 1967 and 1971. His son, Tomas, who was born on July 25,1948  also became Mayor of Cebu City. Elected in 1988 after the first election after the People Power Revolt in 1986 and became the longest serving mayor of the city. 

Serging was not only a mayor, he was likewise a congressman representing the old 2nd District of Cebu. He also became Governor of Cebu at the age of 35. He was also elected as senator in 1965. He married Lourdes dela Rama. He died on Mar. 26, 1984.

A year after the City Council renamed the Gen. McArthur Boulevard to Serging Osmeña Boulevard, Councilor Jesus B. Garcia, Jr. sponsored an ordinance naming a street formerly known as "7th Avenue" which extends from Gen. Maxilom Avenue to 9th Street at the North Reclamation Area to "Gen. Douglas McArthur Boulevard".

The street naming is contained under City Ordinance No. 1184 enacted on Jan. 30, 1985. Gen. Douglas McArthur installed Don Sergio Osmeña Sr. as President of the Philippines on Oct. 23, 1944 at the steps of the Leyte Provincial Capitol in Tacloban City.

The correct name of the street at the pier area is no longer "McArthur Boulevard" as majority of the residents and Cebuanos call it but Serging Osmeña Boulevard. Though it has been renamed, there is a Gen. Douglas McArthur Avenue at the North Reclamation Area.
