LTFRB franchise vs. CITOM

WHICH IS WHICH? An Ear informer wants to know which rules should prevail regarding jeepney travel lines - the LTFRB or CITOM. The informer, a chubby, sexy lady, was riding a Quiot-Punta multicab when upon reaching Macopa Street, CITOM personnel apprehended the driver. The reason, the informer said, was that CITOM only allows these multicabs until the Macopa area, even if the route of the jeepney is until Punta.

WHAT’S THE POINT? The informer, as well as the other passengers, who were headed for Punta, complained but could not do anything because the driver was apprehended and made to pay a P500 fine. “What’s the point of the LTFRB issuing franchises that specify routes when di man diay ni masunod kay ang CITOM man magbuot?
