Amazing God!!!

PERSPECTIVE - Cherry Piquero Ballescas -

The Lord is truly good, all the time!

Nothing is impossible with God and we continue to thank and praise God for always amazing us with His grace and blessings!

And with the powerful intervention of Mama Mary, on the day of her Holy Rosary feast day, October 7, as the believers among the Stop Flyover Movement prayed and united together to bombard heaven with their petition for God to guide Cebu and the Cebuanos through the contested flyover issue, who would have imagined that on the same day, in Manila, DPWH Undersecretary Romeo Momo signed a memo to DPWH-7 director Pedro Herrera Jr. to “ hold in abeyance the implementation of the (flyover) projects until such time that the issues (raised by several groups/stakeholders, including the CITOM) are resolved?”

Isn’t that timely providence and one that deserves a big WOW?

Time for all again to look forward to a celebratory procession of thanksgiving and continuing prayer for a final resolution of this flyover issue according to God’s will for Cebu and the Cebuanos.

Latest news is that DPWH Secretary Singson himself will be in Cebu for a dialogue with all stakeholders, a dialogue prayed for by many to serve as the forum for unity and understanding among Cebuanos who love Cebu.

That will be a most awaited dialogue with all stakeholders expressing their views and hopefully, ending in a resolution about what is truly best for Cebu and the Cebuanos, and one based on God’s will for His people, not on mere common sense or political will.

The CITOM Board Resolution 2011-018 expressing their unanimous objection “not against flyovers as a whole, but only against flyovers without rationalization,” is worth seriously considering.

Who do you think knows best about the traffic situation of Cebu City? The DPWH, the Del Mars, or CITOM? Even the simplest of common sense will tell you it is the CITOM, right? Isn’t that what CITOM is supposed to be, hence their name, Cebu City TRAFFIC OPERATION MANAGEMENT?

If the experts of Cebu City’s traffic situation themselves say in their resolution that “as admitted by DPWH 7 officials during the public information forum last August 26, 2011, the traffic study concerning the proposed M.J. Cuenco – Gen. Maxilom flyover and Archbishop Reyes – Gorordo Ave. flyover does not take into consideration the traffic impact on adjacent intersections and thus fails to fulfill even its primary purpose to ease alleged traffic congestion in those areas,”  shouldn’t the CITOM position not be taken seriously?

If CITOM, in their resolution objects to the proposed M.J. Cuenco – Gen. Maxilom flyover since “underneath the flyover, movements on the Gen. Maxilom intersection still have to be controlled by traffic signals due to conflicts in vehicle movement,” shouldn’t CITOM’s objection be listened to, at the very least?

If, as mentioned in their resolution, CITOM cites that “it is also important to note that pedestrian crossing to Colegio dela Inmaculada Concepcion will be very hazardous considering the uncontrolled movement of vehicles using the flyover,” shouldn’t Cebuanos, the DPWH-7 and the Del Mars pay attention to CITOM?

To quote the CITOM position, “ WHEREAS, hence, the proposed flyovers will not only be extremely inefficient compared to its cost but will also be the wrong solution to the wrong problem; development projects for Cebu City should be for the benefit of its constituents, not for its detriment” (and) “as the office in charge of traffic and transportation policy, we have a duty to object when public money is utilized for transportation infrastructure projects that are not beneficial to Cebu City in the short term or long term. Even palliative measures must contribute to easing a problem, not complicating it. The argument of DPWH that the money has already been secured and must be spent is a disservice to taxpayers who have a right to expect that their money will be spent correctly for projects that are beneficial and will promote, not hamper development.”
