The waiting over, CHED grants authority

Leo Tolstoy as one of the great triumvirate colossi of Russian letters - Ivan Turgenev, Pyodor Dostoevsky, and Leo Tolstoy - wisely pontificates that "God Sees the Truth but Waits". Indeed, the verity or truth has always been there; the bitter wait makes its fruit better and sweeter.

To paraphrase another eminent man of letters, they also serve those who patiently stand at peace and wait.

After the long patience of waiting, while operating all according to Hoyle, as required by its vision and mission as an educational institution, the legitimate Mandaue City College has just been granted the authority by the Commission on Higher Education (CHED) Regional Director, Dr. Amelia A. Biglete, to offer four baccalaureate courses/programs. These are the Bachelor of Secondary Education (BSE), Bachelor of Elementary Education (BSEED), Bachelor of Science in Information Technology (BSIT) and Bachelor of Science in Business Administration (BSBA).

As specified in four separate CHEDRO VII ORDERS (Nos. 1, 2, 3, and 4, series of 2010), Dr. Biglete specified that the authority granted "shall remain in force and effect as long as the grantee sustains the required standards for the said program and the budgetary allocations for its operations are provided for and maintained".

The CHEDRO VII has also taken note of the Deed of Undertakings executed by Mayor Jonas C. Cortes as Chairman of the MCC Board of Trustees which has to be complied with within the next 5 years. Foremost of such undertakings is a permanent school plant with adequate and presentable buildings, laboratories, school library, spacious grounds, and facilities, as well as annual funding.

Meantime, the MCC through its Board of Trustees and administered by Dr. Susana B. Cabahug, shall also do its best that the other curricular programs within its capability of operation shall have been likewise granted the authorization for offering.

To recall, a year or so ago the MCC had a letdown or setback when the CHED central office had an erstwhile change of leadership. Upon obvious maneuverings by influential forces, the intimated accreditation/authority had been aborted for quite sometime. It's only lately that on the initiative of the incumbent CHEDRO VII director, Dr. Amelia A. Biglete - thanks to her - that positive moves and actions have finally resulted in CHED's renewed recognition.

As a nascent LGU higher education institution (HEI) that meticulously observes the "policies, standards and guidelines" of the law (RA 7722), its implementing rules and regulations (IRR) and all the CHED Memo-Circular, this MCC whose Board of Trustees is chaired by the City Mayor, prefers to concentrate first on the basic programs. While its present Faculty has enough number to handle masteral and doctoral programs, it's the better part of prudence and wisdom to go slow and sure. Lest going with undue haste, like Icarus as too ambitious to reach the sky, get his wings burned, and the attempted efforts going to waste.

With the CHED authority, this legitimate MCC has its own legal personality, especially so when the proposed revision ordinance, as the Revised Charter of Mandaue City shall have been enacted soon. As such entity with legal personality vis-à-vis its relationship with the CHED that has jurisdiction over public and private HEIs, it qualifies as the recognized HEI entitled to, among others, funding from the Mandaue City government.

It is thus assuring for the students and their parents that under the present status of the MCC, its students and graduates shall have earned subject units and diplomas whose authenticity be beyond question.
