Order of LTO can be a source of corruption?

ORDER VS. MOTORBIKES. The motorcycle-riding public is up in armas against an administrative order of the Land Transportation Office (LTO) where motorcycle drivers are required to wear leather boots, long-sleeved jacket, goggles, gloves, in addition to crash helmet.
