 Police checkpoints not checking all vehicles?

EXEMPTED? An Ear informer wanted to ask if some vehicles are exempted from the police checkpoints. This she wanted to find out since she said she observed on several occasions that the driver would just not at somebody manning the police checkpoint and the vehicle wouldn’t be stopped and inspected. She said, “Naay exempted sa inspection or naay sabot-sabot?” 

INSPECTOR FRIEND. The informer said that at least on several occasions, the taxi she would be riding in would happen upon a police checkpoint. She expected the police to stop the cab and inspect the vehicle, but she observed the driver just nodding to somebody at the checkpoint and the vehicle breezed right through. Each time she would ask the driver, “Naa kay kaila sa checkpoint?” and the common answer would be, “Naa ma’am.”
