Letter to the Editor - On the misunderstanding between Gov. Garcia and the PPC represented by Dr. Cherry Ballescas

In a local daily, Atty. Pablo John Garcia alleged Partnership for Progressive Cebu (PPC) chairperson Cherry Ballescas the following:
a. that Ballescas asked the Governor last year for authority and power to screen project proposals from the private sector, and recommend only those she (Ballescas) deemed in accordance with her agenda";
b. that Ballescas submitted PPC proposals worth P3.9M for integrated agriculture and economic development, mobilization of fisher folk organizations, and capacity building to institutionalize the PDC-PPC;
c. and that Ballescas requested to hold office at the Provincial Capitol with the provincial government paying the PPC personnel.
For the record, we would like to clarify that all proposals that were submitted to the Office of the Governor and signed by PPC Chairperson Dr. Cherry P. Ballescas were authorized and done for and on behalf of the PPC.
In a mass resolution adopted October 20, 2006, we reaffirm our unwavering confidence and support for the action of Dr. Ballescas, consistent to the principles of transparency and accountability we all adhere to.
