Closing ranks against terrorism

Defense Secretary Orlando Mercado said Islamic terrorists were the most likely culprits behind the bombings that have rocked Metro Manila in recent days. On the other hand, Director General Panfilo Lacson of the Philippine National Police said rightists out to topple the government were behind the blasts. The rightists, Lacson added, supported the rallies last year against constitutional amendments. Sen. Gregorio Honasan, who led several coup attempts against the Aquino administration, cautioned Lacson against linking rightists to the bombings. Military and intelligence officials were more circumspect, keeping their suspicions to themselves.

As usual, the government isn't speaking with one voice. President Estrada said only the obvious fact that the bombers were out to destabilize his administration. The bombings pulled down Philippine share prices to a 19-month low and further weakened the peso yesterday. Few people ventured into shopping malls, where bomb-sniffing dogs roamed and even small packages were checked by security guards. Bomb threats deluged business establishments and government offices.

President Estrada urged the public to get on with normal life and not succumb to fear. This is the proper response to terrorism, but like it or not, life will be anything but normal for the next few days at least in Metro Manila. The terrorists are targeting crowded public places and setting off their bombs during working hours, meaning they are out to inflict harm on people.

In this dark hour, the citizenry must close ranks. Cops, soldiers, security guards and bomb-sniffing canines won't be enough to stop a determined terrorist. People must be on alert for suspicious activities in their communities. In public places, abandoned packages must be reported at once to authorities. Every bomb threat must be taken seriously. As the nation prepares for the opening of classes, authorities must also draw up tighter security measures for all schools. Military and police personnel can use all the help they can get in protecting the people. Vigilance can be the citizenry's contribution to public safety.
