MANILA, Philippines — Bureau of Corrections (BuCor) personnel have been ordered to tighten security over government-issued and privately owned firearms following a fatal shooting involving an eighth grader who gained access to guns belonging to his father.

BuCor Director Gregorio Pio Catapang Jr. issued a memorandum reminding corrections personnel that “firearm safety is a continuing responsibility that extends beyond the workplace.”

Catapang directed BuCor personnel to keep firearms under their control at all times and prevent unauthorized access, particularly by minors.

Personnel who keep firearms at home were told to use heavy-duty gun safes or lockboxes securely bolted to a wall or floor, with keys and combination codes kept secret.

Trigger or cable locks should also be used when firearms are not in use, the BuCor said.

The memorandum also ordered personnel to store ammunition separately in a locked container and refrain from leaving firearms in exposed areas or unattended vehicles.

Catapang noted that responsible firearm ownership requires discipline and vigilance, adding that a moment of carelessness could result in accidental shootings, loss of life and criminal liability.

He urged BuCor personnel to lead by example and help prevent firearms from falling into the hands of minors.
