List of road closures, traffic conditions during Sept. 21 protests

MANILA, Philippines (Update 3, 2:40 p.m.) — Several roads in Metro Manila were closed Sunday as thousands of Filipinos joined anti-corruption protests in the capital.
The Metropolitan Manila Development Authority (MMDA) said Roxas Boulevard–Quirino from Anda Circle and P. Burgos Avenue were closed to give way to demonstrators.
The agency also implemented a zipper lane or counterflow traffic scheme along White Plains Avenue, from Gate 5 westbound to the eastbound lane leading out to EDSA.
- The westbound portion of White Plains Avenue was closed since the morning ahead of the mass gathering.
- As of 2:03 p.m., the MMDA said that Whiteplains Drive in EDSA, Quezon City, is no longer passable to vehicles.
Meanwhile, the Jones, McArthur and Quezon bridges remained open to motorists, as did Taft Avenue.
Current traffic conditions
At around 1:35 p.m., slow-moving traffic was reported along EDSA northbound near the People Power Monument as crowds build up for the "Trillion Peso March."
By 1:10 p.m., about 2,250 rallyists were sighted at the EDSA Ortigas northbound service road, the MMDA said. Police and traffic enforcers were on site to manage congestion.
Crowd estimates. The MMDA estimated 12,000 people had gathered at the protest site on EDSA as of midday, while Manila City authorities placed the estimates at 49,000 people.
The rallies, which coincided with the anniversary of martial law, form part of nationwide demonstrations demanding accountability for the multibillion-peso flood-control scandal.
The MMDA said its Swift Traffic Action Group, along with personnel from the Philippine National Police, Coast Guard, and the Quezon City government, had been deployed to monitor the protests and guide motorists around affected areas to ensure safety and order.
