‘19 minors forced into common-law marriages with Socorro adults’

MANILA, Philippines — Justice Secretary Jesus Crispin Remulla disclosed yesterday that about 19 children were found to be in common-law marriages with adult members of the Socorro Bayanihan Services Inc. (SBSI).

Of the number, three are boys in common-law relationships with adult female members of the supposed cult in Surigao del Norte accused of child abuse, forced marriage and rape.

Remulla admitted that the SBSI’s case indicates a “failure of governance,” as government services in many areas of the country are not readily accessible.

Authorities also discovered that the children in the cult are malnourished and residents do not enjoy health benefits such as vaccinations.

In an earlier Senate hearing, three minors who escaped from the SBSI recalled their experiences, including being forced into marriage and trained as soldiers.

This has been repeatedly denied by SBSI members, including their leader Jey Rence Quilario or Senior Agila.

The National Bureau of Investigation recommended filing charges of qualified trafficking, kidnapping and serious illegal detention against Quilario and 12 other members of the cult.

Another hearing is set on Oct. 20.
