Rapped were former LTO executive Porferio Mendoza, his secretary Marilyn Mendoza-Erederos and employee Catalina Alingasa.
The anti-graft office also reprimanded Oscar Peque, officer-in-charge of the LTOs operation division, for simple misconduct.
Representatives of at least six companies filed the charges against the respondents, saying that when Mendoza took over as LTO regional director, the confirmation certificates were being sold at P2,500 each, allegedly without any official receipts being issued.
