QC pro-poor legislation

Quezon City Councilor Bernadette "BH" Herrera vowed to pursue anti-poverty programs, particularly legislation that would benefit squatters as well as develop programs for youth and women empowerment in the city.

In her year-end report, Herrera, chairman of the committee on Urban Poor and Housing, outlined a five-point legislative agenda for economic development, good governance, preferential option for the poor, empowerment of women and empowerment of the youth.

Herrera said one of the major legislative measures she sponsored is the proposal to make the declaration of financial statements and/or value added tax returns of business filed with the BIR and/or the SEC in the immediate previous year as reference and additional bases for assessment of business taxes due. <
