CEBU, Philippines - Acting Talisay City civil registrar Emely Cabrera can discharge functions of her office even in an acting capacity, said Majority Floor Leader Councilor Rodi Cabigas after opposition City Councilor Romeo Villarante, assistant chairman of the Committee on Laws and a lawyer by profession, asked Mayor Socrates Fernandez to appoint someone “qualified for the position.”
Villarante pointed out that since Nov 2011, the NSO has disapproved all petitions for the correction of names/clerical errors due to the “non qualification” of Cabrera, who until now could not discharge the functions of her office.
The City of Talisay Employees Union (CTEU) has insisted that Cabrera has no prior experience, “not even a month,” as a staff of a civil registry, making her unqualified for the position.
But Cabigas, in his two-page committee report, said the appointment issued by the mayor to Cabrera as city department head is considered as effective and deemed valid and regular. – (FREEMAN)
