MANILA, Philippines - Former President Gloria Macapagal Arroyo on Wednesday filed her certificate of candidacy (COC) as representative of Pampanga's second congressional district.
According to a report from radio dzBB, her son Juan Miguel "Mikey" Arroyo submitted her COC at the Commission on Elections office in Pampanga.
The elder Arroyo is seeking her third and final term at the House of Representatives despite her illness and continued detention.
She is currently under hospital arrest at the Veterans Memorial Medical Center in Quezon City due to plunder charges filed against her.
The United Nations (UN) earlier ruled that the former president's continuous detention violates international law.
The UN panel ruled that her detention "is arbitrary under each and all of the three categories of arbitrariness recognized by the UN Working Group."
However, Malacañang insisted that the older Arroyo was granted due process and "has availed herself of various legal remedies under Philippine laws."
