Mindanao solons who voted for impeachment
Mindanao is not solid for Vice President Sara Duterte. Out of the 61 representatives from Mindanao, 41 voted in favor of the impeachment. The remaining 20 didn’t all vote against impeachment. Many abstained, others absented themselves. There are many cracks in the Duterte bandwagon. In fact, many have already abandoned the Duterte ship.
Three of the 11 House prosecutors are from Mindanao, Cagayan de Oro City 1st District Rep. Lordan Suan, Bukidnon 2nd District Rep. Keith Flores, and Dinagat Island Rep. Arlene Bag-ao. One prominent member who actively supported the impeachment is Zia Adiong of Lanao del Sur. PRRD always bragged having Muslim blood on his mother's side. But many Muslims aren’t supporting Sara. Rufus and Maximo Rodriguez of Cagayan de Oro voted for impeachment.
This is contrary to Duterte's propaganda that Mindanao is united against the impeachment. Even Davao City is not solid. The Nograles family, who still have a large following in the city, favors impeachment. There are many others just keeping silent for fear of harassment. There are many dissenters against the Dutertes in Davao City.
The five Davao provinces are not all-out for Sara. Rep. John Cagas, the Dutertes' own province of Davao del Sur said yes. The two districts of Davao de Oro are no longer controlled by the Dutertes. 1st District Rep. Leonel Ceniza as well as Davao de Oro's 2nd District Rep. Carmen Zamora voted yes to the impeachment.
Davao del Norte's two district representatives are against the Dutertes. Representatives Jose Manuel Lagdameo of the 2nd District and Carlo Uy of the 1st District favor impeachment. These developments are serious cracks in the Dutertes' campaign line that Davao is solid and Mindanao solons are united behind them. If Sara can’t unite Mindanao, how can she unite the Philippines?
The three districts of Zamboanga del Norte favor impeachment. 1st District Rep. Roberto Uy, 2nd District Rep. Gloria Labadlabad, and 3rd District Rep. Adrian Amatong voted for impeachment. Zamboanga Sibugay Rep. Antonieta Eudela also voted for impeachment.
Region 10, Northern Mindanao, is almost solid for impeachment. In addition to Cagayan de Oro’s Suan and Bukidnon's Flores, the following voted for impeachment: Cagayan de Oro 2nd District Rep. Rufus Rodriguez, Misamis Occidental 1st District Rep. Jason Almonte, 2nd Distric Rep. Sancho Oaminal, and Bukidnon 4th District Rep. Laarni Roque.
The wife of Senator Migz Zubiri, Bukidnon 3rd District Rep. Audrey Zubiri, abstained for good reason. She doesn’t want to telegraph the stand of Migz who is one of the senators-judges. The Zubiris have always voted for good government. Her abstention is a better positioning rather than voting no, just to support a Mindanaoan.
Caraga isn’t solid for Sara. Aside from Bag-ao representing the lone district of the Dinagat Islands, who has been elected by the House as one of the prosecutors, he was joined by Agusan del Sur's Alfelito Bascug. The SOCSARGEN and BARMM representatives who voted in favor of impeachment were Isidro Lumayag of South Cotabato's 1st District, Dibu Tuan of South Cotabato's 3rd District, as well as as Aiman Tan of the lone district of Sulu.
Other personalities who stand against the Dutertes are partylist Rep. Maximo Rodriguez Jr. of Anak Mindanao and Henry Oaminal of Asenso Pinoy. Raymond Mendoza of TUCP is listed as Mindanao-based, although he is from Liloan, Cebu, because his voting base is largely in Cotabato, where his wife Emmylou Talino is incumbent governor and used to be a Cotabato representative.
In the same manner, the Cebu solons are mostly for impeachment, except Karen Garcia of the third, Shun Shimura of the fourth and Cutie del Mar of Cebu City's first. All the others favor impeachment, namely Rhea Gullas of the first, Edsel Galeos of the second, Duke Frasco of the fifth, Daphne Lagon of the sixth, Cebu City South District Rep. Edu Rama (who defied his uncle, Mike Rama). Mandaue's Emmarie Ouano Dizon, and LapuLapu's Ahong Chan as well as TUCP's Raymond Mendoza and Ako Cebu's Sonny Lagon all voted for impeachment.
Cebu isn’t a Duterte country. They cannot even be sure of the Duranos. Garcia, Shimura, and Del Mar don’t speak for the majority of Cebuanos. In fact, many young voters may punish them come 2028 for their vote against the impeachment. It meant that these three solons approve of what the vice president did and is still doing. The values of the DDS aren’t aligned with the culture, attitude, and character of the Cebuanos.
