Threats turned tardy office efficient?

SUDDENLY FAST. An Ear source said the tardy services of this government agency suddenly improved after the announcement of  President Rodrigo Duterte that he was putting up a complaint hotline for government offices. The source said he has been returning again and again to the agency to follow up papers but was always told the ones who needed to sign it were sick, on vacation, attending a high-level meeting, or just absent. He was starting to suspect they were waiting for him to "grease their palms" but he never once thought of bribing them. Suddenly one day his papers were just ready, everything signed and all, even he was surprised.

THREATENED BY THE PRESIDENT. The Ear source would not say what agency it was, but hinted it was one of the agencies named by Duterte as among the most corrupt in the Philippine government. An agency he threatened again and again with punishment. Was this also a reason they suddenly became efficient? The source could not say.
