CEBU, Philippines - Cebu City traffic engineering consultant Lynn Gloria Madrona has alerted Mayor Michael Rama of the report she received about some corrupt traffic enforcers and wishes for these illegal activities to be stopped immediately.
Madrona said she received reports about traffic personnel who do not follow procedures in the implementation of traffic ordinances.
Rama himself also received reports on this, so he tasked City Traffic Operations Management (CITOM) chief Rafael Christopher Yap to look into it.
Madrona failed to elaborate, but she recommends the immediate transfer of supervision of the field personnel to the newly created Cebu City Transportation Office.
As the city’s traffic consultant, Madrona has recommended that enforcement of traffic rules should be consistent.
“Consistency is the key for traffic management to become effective and efficient. The tasks to be done are enormous but when all the personnel will do his share, the goals of the office will actually be met in the future,” she said.
She advised CITOM field supervisors that in case some personnel refuse to follow directives, they should make an incident report right away so that proper disciplinary action can be imposed.
But Madrona admitted that mere enforcement of traffic rules could not solve the traffic problem that is why it should be handled jointly with traffic education, enforcement, engineering, enactment of laws and environmental concerns. (FREEMAN)
