Talisay City legal officer Aurora Econg said there is probable cause to file the said charges against Rey Lumapas, who allegedly pocketed government money when he tampered the receipts he issued to taxpayers.
It was Councilor Allan Bucao who revealed Lumapas' acts in a privilege speech he delivered during a council session. A taxpayer went to the councilor to complain. The taxpayer alleged that Lumapas would write the actual amount paid by the taxpayer in the original copy of the receipt. This copy is given to the taxpayer. However, in the duplicate receipt, which goes to the government, Lumapas allegedly places a smaller amount.
Econg said that Lumapas admitted to the crime during her investigation on the matter.
Meanwhile, city treasurer Emma Macuto is asking Talisay City taxpayers to visit her office should they want to verify their tax receipts. - Liv G. Campo
