Pag-IBIG financing offers a path to faster inventory monetization

From AB Capital's The Opening Bell: Three Moves
Event
Pag-IBIG targets P167 billion in housing loan disbursements for 2026, with management expecting to achieve 90-95%, or roughly P150-159 billion. Partnerships with RLC, SMPH, FLI and other developers broaden access to financing, supported by a higher P10 million borrowing ceiling. The fund is targeting P170 billion in housing loans for 2027.
View
We think the key benefit is accelerating cash recovery on completed units. For accredited projects, Pag-IBIG mortgage disbursements can settle buyers' outstanding turnover balances, converting RFO inventory or installment receivables into cash sooner. This reduces developer financing exposure and carrying costs, improves working-capital turnover, and potentially supports deleveraging without deeper discounts.
Catalyst
The impact will depend on project accreditation, borrower eligibility and the competitiveness of financing terms amid elevated mortgage rates. Interestingly, the P170 billion target for 2027 represents only 1.8% growth from this year's headline ambition, suggesting inventory absorption will depend more on financing accessibility and execution than rapid expansion in aggregate loan disbursements.
Action
We maintain RLC as our top property pick, given its expanding Pag-IBIG accreditation pipeline, relatively manageable residential inventory and recurring income support. SMPH and FLI could also benefit, although we would prioritize developers showing measurable improvements in RFO sell-through and cash collections, alongside disciplined discounting and receivables management.
