Event

The DOJ denied Semirara’s request to extend its Coal Operating Contract beyond the 50-year legal limit. The contract now expires in July 2027, and the DOE will conduct a formal auction before end-2026. SCC is eligible to bid, but this introduces a clear regulatory overhang.

Coal contributes ~43% of earnings (9M25), and the power segment (remaining 57%) relies on Semirara coal for cost-competitive generation. If SCC loses the COC, this effectively removes a core earnings driver and pressures power margins. While the contract will be open to new investors, SCC is eligible to bid and holds a competitive technical advantage due to its scale, operational expertise and infrastructure (having produced ~99% of domestic coal production). In our view, this gives SCC a good chance in the competitive bid, though the market will likely price in post-2027 uncertainty.

Catalyst

Key catalyst is the DOE auction process. If SCC secures the new contract under broadly similar terms, valuation risk eases materially. Losing the COC or a new contract with less favorable terms would drive downside.

Action

We turn cautious on SCC. While the company retains a strong technical advantage and a credible chance of winning the bid, we think the near-term risk-reward is unattractive amid ongoing headwinds (i.e. soft coal and power prices), compounded by structural post-2027 uncertainty. We would await clearer visibility on the auction outcome before reassessing.
