Finance Secretary Frederick Go outlined a suite of structural reforms (i.e. trade facilitation via the National Single Window, renewed funding clarity for the CARS program, and visa-free entry for Chinese travelers) positioned to support investment, streamline logistics, and reinforce confidence after last year’s sentiment shock.

We think these reforms address long-standing bottlenecks in trade and manufacturing. A fully functional NSW could narrow logistics costs by 5-10%, while CARS continuity stabilizes auto-sector capex. Visa easing may modestly lift tourism, though the demand boost depends on broader geopolitical and income dynamics.

Catalyst

Key triggers include NSW implementation milestones, DBM’s formal CARS funding release, and early tourism data from the China visa policy. In our view, successful execution could support 2H26 investment recovery, helping offset slower fiscal disbursement and weak 2025 capital formation.

Action

We believe these reforms improve medium-term risk-reward for cyclical sectors (i.e. logistics, autos, and select industrials) by easing costs and clarifying policy direction. Upside is contingent on execution i.e. a 50-70bps lift in investment growth is plausible under full NSW rollout, while delays risk muting gains.
