MANILA, Philippines — The Department of Energy (DOE) is proposing policy guidelines to simplify and streamline the installation of solar facilities for own use, with no export of power to the grid.

Under the proposal, zero-export solar systems (ZESS) and micro-solar systems (MSS) that are fully isolated from the grid will not require prior clearances and permits from the host distribution utility (DU).

“There is a need to issue a policy that supports the participation of small-scale end-users in the deployment of RE (renewable energy) technologies by providing a streamlined regulatory approach,” the agency said in a draft circular issued yesterday.

ZESS refers to solar photovoltaic (PV) installations of any capacity intended solely for personal use. This may be fully off-grid or grid-connected, as long as it is equipped with control mechanisms that prevent any power from being exported to the grid.

MSS, on the other hand, covers consumer-grade, plug-and-play solar generation systems designed for one’s own consumption, consisting of PV modules, micro-inverters and standard connections.

“International best practices have demonstrated that consumer-grade MSS can safely decentralize energy production with minimal grid impact, thereby expanding access to solar energy,” the DOE said.

For solar facilities intended to be connected to the grid, meanwhile, proponents must submit a written notification to the host DU. This notification must be accompanied by a copy of the building permit issued by the relevant local government unit.

To ensure the policy is implemented effectively, the DOE said DUs will be prohibited from imposing unnecessary administrative requirements, including pre-installation clearances, technical permits and inspection fees.

The proposed guidelines will likewise require DUs to provide technical assistance to end-users who later decide to shift from a zero-export setup to a formal net-metering arrangement.

Under the net-metering program, consumers may install RE systems of up to 100 kilowatts for their own use and export excess electricity to the grid in exchange for credits on their monthly power bills.

At the same time, the DOE proposal places responsibility on end-users to ensure that their solar facilities are installed, operated and maintained in compliance with all applicable safety, technical and quality standards.

Before finalizing the proposed guidelines, the DOE is seeking feedback from industry stakeholders and the public.

A public consultation on the proposal is scheduled for June 15, while written comments may be submitted until June 16.
