MANILA, Philippines — The recent appointment of former budget secretary Rolando Toledo is expected to support the Government Service Insurance System (GSIS)’s push to modernize its operations and broaden its services.

In a statement, GSIS president Jose Arnulfo Veloso said Toledo’s appointment “comes at an important time” for the agency as it modernizes its operations and expands services for government workers and retirees.

Veloso will replace Beatriz Torno as a member of the state pension agency’s board of trustees.

“His experience in public sector management and institutional development will help GSIS continue its digital transformation, improve member services and safeguard the long-term sustainability of the fund,” Veloso said.

Toledo, who previously served as Department of Budget and Management Secretary, is expected to bring his extensive experience in public administration, fiscal management, good governance and institutional development.

“Over the course of his career, he played significant roles in fiscal policy, planning and budgeting, organizational management and government efficiency programs, earning recognition for his extensive experience in public sector administration and reform,” GSIS said.

Veloso also thanked the service of Torno, who was cited for her insights on issues affecting pensioners, government employees and institutional inclusivity.

“Trustee Torno served with wisdom, professionalism and a strong sense of duty. GSIS is grateful for the guidance she provided and for the example she set as an educator and public servant,” he added.

Torno has spent decades supporting the country’s education system, serving several positions within the Department of Education, including as regional director for Central Luzon before retiring in 2019.

“Her career also included roles in the private sector and government administration, giving her extensive experience across education, labor, governance and institutional management,” GSIS added.

The state pension fund said that it remains committed to deliver “responsive, reliable and accessible” services to its members and pensioners.
