MANILA, Philippines — Top Line Business Development Corp. has teamed up with Vietnam’s V-Green Charging Stations Philippines to roll out electric vehicle (EV) charging stations in Cebu.

Under the agreement, the companies will develop EV charging facilities alongside battery-swapping stations to help meet the growing number of EVs in the Visayas.

The initial rollout will cover six Light Fuel service stations in Cebu, as well as strategic locations within Top Line’s portfolio, including its smart port Pier88 and Bay Mall in Liloan, Cebu.

“This collaboration is a massive step forward in expanding our network and bringing sustainable energy to more locations,” said Nguyen Thi Vu An, V-Green’s Vietnamese representative.

V-Green, an affiliate of Vietnamese EV manufacturer VinFast, brings its growing expertise in electric mobility solutions to the Philippine market, where demand for EV charging hubs continues to rise.

“This strategic move aims to make our core fuel business future-ready in the current energy landscape,” Top Line senior vice president and COO Brigitte Carmel Lapasaran Lim said.

“We are optimistic of our partnership with V-Green aimed at capturing EV customers, addressing service gaps by providing a multi-energy platform supporting both traditional fuels and electric mobility solutions,” she added.

A definitive agreement between the parties is expected to be finalized soon, with EV charging operations targeted to begin in the third quarter.

Each participating site will feature one to two charging bays, with each capable of servicing around 18 to 20 vehicles daily.

Charging time is estimated to average about 45 minutes per vehicle, depending on the model.

Beyond charging, the locations will also host battery-swapping stations for electric scooters, allowing users to quickly exchange depleted batteries for fully charged ones.

“The initiative is part of our long-term vision of strengthening energy security in the Visayas. By building a multi-energy platform today, we are laying the groundwork for a more sustainable and inclusive transport ecosystem in the years ahead,” Lim said.

The partnership between Top Line and V-Green will run for at least five years, with an option to extend for another five years.
