Philippines gets highest share of ADB aid in 2025

MANILA, Philippines — The Philippines was the largest recipient of assistance from the Asian Development Bank (ADB) and its partners last year, receiving $6.81 billion in loans and grants.

ADB’s Annual Report for 2025, released yesterday, showed that the Philippines topped the list of countries receiving assistance from the multilateral lender.

India ranked second, securing $6.37 billion worth of commitments.

Other top recipients of ADB assistance last year are Bangladesh ($5.21 billion), Indonesia ($4.39 billion) and Pakistan ($3.67 billion).

Of the total amount secured by the Philippines last year, $4.25 billion came from ADB’s ordinary capital resources, which support various sectors.

Additionally, the Philippines received $2.55 billion through ADB’s co-financing with partners for projects.

Among ADB loans approved for the Philippines last year, $1.45 billion was allocated for the Malolos-Clark Railway-tranche 2.

Other loans approved by the multilateral lender for the Philippines last year included $500 million for the Business and Employment Recovery Program (Subprogram 2), $500 million for the Second Disaster Resilience Improvement Program, $483.6 million for the Marine Ecosystems for Blue Economy Development Program, $400 million for the Reducing Food Insecurity and Undernutrition with Electronic Vouchers, $388.9 million for the Business Environment Strengthening with Technology Program and $381.5 million for the Insurance Reform Program (Subprogram 1).

On a broader scale, ADB delivered an unprecedented level of support last year, committing $29.3 billion from its own resources to help build resilience in Asia-Pacific. This amount is 20 percent higher than in 2024 and is expected to benefit over 180 million people.

“This shows ADB’s ability to deliver at a scale and with the speed that matches the demands of Asia and the Pacific,” ADB president Masato Kanda said.
