DOE asks NGCP for demand data

MANILA, Philippines - The Department of Energy (DOE) has ordered the National Grid Corp. of the Philippines (NGCP), the country’s grid operator, to provide pertinent data on demand forecast as part of efforts to ensure stable power supply in the country.

The demand forecast will be used to formulate the Power Development Plan (PDP) and integrate it into the Philippine Energy Plan, the DOE said.

The Electric Power Industry Reform Act of 2001 mandates the Energy department to prepare annually a PDP and integrate this into the Philippine Energy Plan.

“The PDP shall consider the individual or joint development plans of the transmission, generation and distribution sectors of the electric power industry, which are submitted to the DOE,” the department said in the circular.

Furthermore, along this plan, the DOE needs to validate the distribution development plan information submitted by distribution utilities to the DOE including the hourly demand to be able to match the appropriate type of power plants and to identify load management programs.

As such, the DOE said the circular shall apply to the NGCP and all its customers including distribution utilities, directly–connected customers and other non-utility customers.

As required by the circular, the NGCP must submit to the DOE data on historical daily coincident peak demand of all its customers from 2010 to 2012 as well as the hourly-daily coincident demand of all its customers to be submitted on a monthly basis starting January 2013.
