ICT: Suape cargo dispute raises terminal-level risk, but group impact should be contained

Event

ICTSI is challenging the migration of Maersk-related cargo from its public Tecon Suape terminal to the newly opened APM Terminals private facility. ICTSI estimates the shift could remove roughly 30-35% of Tecon Suape's volumes, potentially taking throughput to around 450,000 twenty-foot equivalent units (TEUs) and below the terminal's economic breakeven. ICTSI has escalated the matter to Brazilian competition, transport and audit authorities and could ultimately seek contractual rebalancing or compensation.

Negative at the asset level, but not thesis-changing for ICT. A 30-35% volume loss is clearly material for Suape and operating leverage means the earnings impact could be disproportionately larger than the volume decline if the terminal falls below breakeven. However, we would distinguish terminal risk from ICTSI group risk. ICT handled 8.12 million TEUs in 1H26, with revenue of US$1.92 billion and EBITDA of US$1.23 billion, across a highly diversified global portfolio. The bigger issue to watch is therefore not Suape earnings alone, but whether vertical integration by shipping lines increasingly redirects captive cargo toward their own terminals, a competitive dynamic that could have implications beyond Brazil.

Catalyst

The key near-term catalyst is regulatory intervention, particularly whether Brazilian authorities restrict or delay the cargo migration, review APM's authorization, or provide ICTSI with economic relief. The downside catalyst would be additional shipping lines following Maersk/MSC into APM's new terminal, which could turn what is currently a customer-loss issue into a more structural utilization problem for Tecon Suape. APM's new Suape terminal represents a sizeable US$350 million investment, so competitive pressure is unlikely to disappear quickly.

Action

Hold or Buy on weakness; no change to our fundamental ICT thesis for now. We would not cut our group forecasts solely on the headline until there is greater clarity on the actual volume migration and regulatory outcome. Near-term sentiment could be negative, but any meaningful share-price weakness looks more like an accumulation opportunity unless the dispute broadens to other customers or forces ICTSI to surrender the concession. Key watchpoint: quantify Suape's EBITDA contribution and stress-test a 30-35% volume loss; that will tell us whether the market is overreacting.
