Chiz: 16 votes kailangan para ma-convict si VP Sara

MANILA, Philippines — Kailangan ng 16 na boto ng mga senator-judges para ma-convict si Vice President Sara Duterte sa kinakaharap niyang apat na Articles of Impeachment, ayon kay Sen. Francis “Chiz” Escudero, na nahalal bilang bagong presiding officer ng impeachment court. 

Ito ang agad na nilinaw ni Escudero sa unang araw ng impeachment trial kung saan hindi nagpakita si Duterte.

Ayon kay Escudero, nakasaad sa ­Konstitusyon na walang taong mako-convict sa impeachment court ng walang “two-thirds” na boto ng lahat ng miyembro ng Senado kaya kailangan ang boto ng 16 senator-judges.

Binanggit ni Escudero ang kaso ng Bayan v. Zamora, na may kinalaman sa pagsunod ng Senado sa two-thirds vote na kinakailangan upang magkasundo sa isang treaty.

“Despite having only 23 incumbent Senators at the time, then-Se­nator Gloria Macapagal Arroyo was elected as Vice President therefore there were only 23 senators, the Supreme Court held: The charter provides that the Senate shall be composed of 24 senators, without a tinge of doubt, two-thirds of the figure or not less than 16 members is an unquestionable compliance with the requisite number of votes mentioned in Section 21 of Article 7,” ani Escudero.

Binanggit din ni Escudero na ‘yung mga hindi sumasang-ayon na kailangan ang 16 na boto para ma-convict si Duterte ay maaari namang dumulog sa korte.
