Event

The Department of Energy (DOE) said it will hold a final round of consultations with prospective bidders this June. Bid submissions are expected 60 days thereafter, implying an August timeline for the next phase of the process. They also indicated that only limited revisions will be made to the terms of reference (TOR).

We think this further compresses the timeline ahead of the July 2027 expiry of Semirara Mining and Power Corp.'s (SCC) existing contract. Based on the previously disclosed framework, legal qualifications are assessed on a pass/fail basis, while the final evaluation is weighted toward mine plan and technical capabilities (60%) and financial terms (40%). Assuming bids are submitted around August, the remaining steps in the process would leave a relatively narrow window before contract expiry, increasing the importance of operational continuity.

Catalyst

The next catalyst is the release of the final TOR and confirmation of bidder participation. Investor focus will likely center on credible challengers and whether the final framework differs from the previously disclosed criteria.

Action

We continue to see SCC as tactical play. The narrowing timeline ahead of contract expiry arguably tilts the process further in favor of the incumbent. Any increase in confidence around contract renewal could serve as a re-rating catalyst. Nearer term, earnings should remain supported by firmer power and coal prices.
