“Do we know the group? Yes. Do we know the [advanced persistent threat], modus operandi? Do we have an international intelligence that says where they operate?

“Is that enough to file charges against certain people? Not yet. We don’t even know the real identity behind the group,” sabi ni Dy.

“[But] we have evidences, we performed forensics… We even know where they are putting the files.”

“Based on our investigations, Philhealth database remains intact… It is accesible internally not externally due to the containment measures we put in place,” sabi ni Dy.

“Their modus opperandi is that if they cannot force the victim, they will force the public… They will create panic, they will want the public to be the ones to lobby Philheath and the government to pay the ransom.

— intern Matthew
