Marcos Jr. 'agad pipirmahan' Maharlika Fund bill pag dumating na sa Palasyo
MANILA, Philippines — Tiniyak ni Pangulong Ferdinand "Bongbong" Marcos Jr. na lalagdaan niya agad ang kontrobersiyal na Maharlika Investment Fund oras na makarating ito ng Malacañáng matapos pumasa sa Konggreso.
Ito ang sinabi ni Bongbong sa media ngayong Huwebes matapos matanong ng media patungkol sa bersyon ng MIF na lumusot sa ikatlo at huling pagdinig ng Senado at Kamara kamakailan.
"I will sign it as soon as I get it. Am I happy? Well that is the version that the Senate and House has passed and we will certainly look into the changes that have been made," wika ni Marcos ngayong Huwebes sa reporters.
"Most changes that were proposed and that were eventually adopted really had to with the safety and security of people’s pension funds."
Una nang tinawag na "biggest investment scam" ng ilang grupo ang naturang panukala, lalo na't isusugal ng gobyerno sa pamumuhunan ang kaban ng bayan — bagay na pwedeng kumita o malugi.
Una nang inamyendahan ang bill para pigilan ang Social Security System (SSS), Government Service Insurance System (GSIS), Philippine Health Insurance Corporation (PhilHealth), Home Development Mutual Fund (Pag-IBIG), Overseas Workers Welfare Administration (OWWA) at Philippine Veterans Affairs Office (PVAO) na mag-invest dito dahil sa takot ng mga senador at pensioners.
Pangamba pa ng ilan, maaaring maabuso ang laki ng perang ito.
Pagsisiguro ni Marcos, nasa "management" ang sikreto sa tagumpay ng anumang pondo, hedge fund, pension fund, sovereign at investment fund.
"Of course, all of these things can happen. We've seen them happen before because management chose for it to happen, itong mga eskandalo na nakikita natin sa ibang lugar," dadag pa ng presidente.
"On the other hand, we see examples of really successful fund the difference is the management. One of the first changes I proposed to the House is to remove the president as part of the [Maharlika Fund] board, to remove central bank chairman, to remove the Department of Finance, because it has to operate as an independent fund [from government] well managed professionally.
"Kung corrupt ang ilalagay niyo diyan, corrupt talaga yan, talagang mawawala yung pera. Kung mahusay ilalalgay mo diyan, lalaki at lalaki ang pondo at magagamit natin ang pondo."
Pimentel: Teka muna, ibang bersyon 'yan
Tinatawagan naman ngayon ni Senate Minority Leader Koko Pimentel si Marcos na i-veto ang Maharlika Investment Fund bill na ipadadala sa presidente sa dahilang may posibleng "constitutional infirmities" daw ang laman ng aprubadong bersyon ng Konggreso.
"The enrolled bill being sent to him is not the version properly and formally approved by Congress. Meron provision po dyan na ginalaw without plenary authority. Malaking tsansa na unconstitutional ang Maharlika Law," wika ni Pimentel.
Tinutukoy niya ang nagbabanggaang Sections 50 at 51 sa prescription of crimes/offenses na siyang nagbibigay ng magkaibang haba. Pinagsama raw ito matapos aprubahan ng Konggreso gayong stylre changes lang daw ang pinayagan.
Kahapon lang nang sabihin ni Senate Secretary Renato Bantug Jr. na ang conflicting provisions ay ni-"reconcile" sa pamamagitan ng paghahalo ng dalawa habang pinananatili ang 10 years prescription (hindi 20).
The two provisions were merged "for economy of words," with Section 50 as the surviving section, said Bantug, who maintained that the changes made were only a matter of style. "Nothing was deleted."

Giit pa niya, ginawa lang daw ito para paiksiin ang mga salita kung kaya;'t Section 50 na lang daw ang natira.
"Merging two sections with different wordings is not a matter of style," sagot ni Pimentel.
Sinabi ni Marcos na wasto lang na mag-alala sa pondong ito ng gobyerno lalo na pagdating sa mga itinakbo ng talakayan dito.
