Ouano, Radaza gisuspenso Gikan sa PHILIPPINE STAR

Gimando ni Ombudsman Merceditas Gutierez kagahapon nga isuspenso sulod sa unom ka buwan ang duha ka mayor ug 7 ka mga lokal nga opisyales lakip na mga sakop sa Public Works officials sa Sugbu may labot sa kontrobersiya sa lamppost.

Sa unom ka pahinang desisyon, gisuspenso sila si Mayor Thadeo Ouano sa Mandaue City ug Mayor Arthuro Radaza sa LapuLapu City; uban nila ni Officer-In-Charge (OIC)-City Engineer Hidelisa Latonio, Assistant City Engineer Gregorio Omo, Engineers Mario Gerolaga, Alfredo Sanchez Sr.,ug Rosalina Denque, sa Mandaue City; ug sila si City Engineer Julito Cuizon, Assistant City Engineer Fernando Tagaan Jr. and Engineer Rogelio Veloso, sa Lapulapu.

Gisuspenso usab sila si Department of Public Works and Highways Region VII Director Robert Lala, kanhi assistant Reg. Director Gloria Dindin, Asst. Reg. Dir. Marlina Alvizo, OIC-Chief Maintenance Div. Pureza Fernandez, OIC-Asst. Chief Maintenance Div. Cresencio Bagolor, Reg. Legal Officer Agustinito Hermoso, Planning and Design Div. Chief Luis Galang, Administrative Div. Chief Restitutio Diano, ug Construction Div. Chief Buenaventura Pajo.

Si Gutierrez mimando sa director sa Department of Interior and Local Government (DILG)-7 ug Dept. of Public Works and Highways (DPWH) nga ipatuman ang kamanduan.

Sumala pa sa imbestigasyon sa Ombudsman-Visayas "the subject lighting facilities, as acquired and/or paid for by the government, were highly overpriced", kung basehan ang presyo sa lamppost nga gipreparar sa duha ka program of works sa duha ka dakbayan kun itandi sa mga dokumentong nakuha sa importasyon niini.

Ang Single-Arm Pole, sa nakuhang "cost per importation documents" nagkantidad lang kini og P7,536, apan sa gihimong Program of Works sa Mandaue mikantidad kini og P72,500 nga napulo ka pilo ang pagtubo gikan sa orihinal nga presyo.

Sa ubang mga klase sa lamppost nga nadiskubrehan sa Ombudsman nga gitarok sa Mandaue mao nga ang Double-Arm Pole,balor lang og P8,121.20 ug nahimong P85,500; ang Triple-Arm Pole nga P9,523.37 nahimong P95,000; samtang ang Apex Type Lamppost nga P6,737.79 nilayat og P50,000; ang Dome Lamppost nga P11,750 nisaka ngadto sa P50,000.

"Comparing the costs above, the cost of each lamppost, apparently, was expanded to almost 10 times its actual cost," sumala pa sa Ombudsman. Dugang pa niini nga ang sa Lapulapu nga Program of Works nga gipreparar gikatahong pareho ra gihapon sa gihimo sa dakbayan sa Mandaue. Samtang ang DPWH-Region VII nga maoy mipreparar sa Programs of Work alang sa pagpamalit ug pag-instalar sa mga decorative lamppost sa dakbayan sa Sugbu ug ubang parte sa Lapulapu nagkantidad usab og total cost assembly nga P50,172, sumala pa sa Ombudsman.

Apan ang Ombudsman nakakuha og dokumentos sa importasyon sa maong mga lamppost nga mobalor lang kini og P6,737.79 matag usa. Si Gutierrez nagkanayon, "the glaring difference in the actual cost and the price quoted by the said officials as supported by documents and other evidence gathered by the OMB investigating panel constitute strong evidence of guilt."
