Are they good lawyers?

Dear Sir,

In a presscon, I was asked to comment on the difference of VM Labella of Team Rama and on one hand, Nestor Archival, BOPK's choice for vice mayor.

Here draws a clear contrast between the two line-ups: Team Rama are full of lawyers. But are they good lawyers?

Take the recent controversy about SB1, Team Rama, headed by lawyers Mike Rama, Edgar Labella, Joey Daluz, Hans Abella, and Carillo attempted to amend an ordinance via a resolution. That's where the whole trouble starts. Have you ever heard of Congress amending a law by a resolution? Now the entire City Council is being sued because the methodology of amendment by Labella and company is not only questionable but possibly illegal, jeopardizing a P16 billion transaction. Now watch Team Rama pass the blame to BOPK for its own lapses! If only those administration lawyers knew any better, they would amend the ordinance, which is a law, deliberated through publications and public hearings, instead of a simple 5-minute discussion in the middle of a regular session.

Will someone please tell Labella that another ordinance is needed to amend an existing ordinance? If they started out not using shortcuts, we would not have this mess.

Tomas R. Osmeña
