The Roman Catholic Church leaders and joined by the civilian government officials consider that the Christianization of Cebu and the Philippines was not the arrival and discovery of Ferdinand Magellan on April 7, 1521 but on a later date.
It was the expedition of General Miguel Lopez de Legaspi, the builder of the Fort San Pedro that arrived on the shores of Cebu on April 27, 1565 that was considered the Christianization of Cebu. Legaspi came from Mexico, started his journey on November 21, 1564. Legaspi was accompanied by Fray Andres de Urdaneta.
On April of 1965, Cebu commemorated the 4th Centennial Celebration of the Christianization of Cebu, the cradle of Christianity in the Far East.

The Secretary to the council was lawyer Leodogario Salazar and the Secretary to the Mayor was lawyer Vicente Pacifico.
The city treasurer was lawyer Jesus E. Zabate, while the city auditor was lawyer Angel D. Castro. There were three city judges: Joaquin E. Maambong, Celedonio Salvador, and Eliseo Ynclino and the Clerk of Court was lawyer Napoleon Toting. The city fiscal (today's city prosecutor) was Jose S. Amadora.
The city engineer was Engineer Mario M. Morelos and the city assessor was lawyer Cipriano Trinidad. The chief of police was Colonel Albino Mondares. The chief of the fire department was Captain Antonino I. Alo, the City Schools Superintendent was Nicanor Taparra. The director of the city hospital was Dr. Juan B. Ruiz. The chief of the personnel division was lawyer Eulogio A. Villacrucis.
There were also other departments like the market superintendent which was Deogracias Jumao-as and Public Services which was headed by Engineer Jesus Cabrera. The Social Welfare Services was still called the Public Welfare Division, at that it was headed by Dr. Fabian Alino, a support office was called the Social Services headed at that time by Dr. Teresita Velayo and there was an office called the city garbage headed by Engineer Emmanuel Harder.
The city veterinarian was Dr. Nestor Alonso and the director of City Planning was Engineer Vicente Mancao. The city health officer was Dr. Manuel S. Segura.
The chief of the administrative division was lawyer Eufracio E. Doblas and the city sheriff was lawyer Ricardo Abella. There was also a press secretary, his name was Brian Baring and the Public Information Office, its chief was Democrito Holganza.
The city librarians were Dominga Suso and Gloria Panganiban.
