Clarence Paul Oaminal

It is the unnamed street located in Barangay Labangon, Cebu City, starting from the corner of A. Lopez Street leading towards the Municipal Cemetery.

The Cebu City Council on mass motion on July 12, 1993 enacted Ordinance No. 1465 naming the street in honor of Leonardo P. Balaga.

Leonardo P. Balaga was an active civic and religious leader in Cebu City, particularly Barangay Labangon. He topped the Certified Public Accountants examinations on Sept. 2, 1932. He was employed with the East Visayan Motors Inc. He acted as spokesman of the employees union of the company he was employed. He was responsible for the construction of the "Our Lady of Remedios Parish Church" which started as a chapel.

The church which he initiated to be established was inaugurated on Apr. 6, 1960. He was chairman of the executive committee. His vice chairmen were: Lt. Cipriano Babao and Tomas Abella. The secretary was Fermin delos Reyes, treasurer was Rev. Fr. Ernesto Dumdum and the auditor was Victoria N. Cavan.

The "Our Lady of Remedios Parish Church" celebrated its silver anniversary in 1985 and had the following officials: Hermano Mayor: Marcelo T. Lopez, Hermana Mayor: Dulcesima A. Arellano, the Parish Priest was Rev. Fr. Suetonio Tinapay. Those who served as parish priests since its creation after Fr. Dumdum were: Rev. Fr. Alquelita (1962-1967), Rev. Fr. Pastor Ybanez (1967-1976), Rev. Fr. Suetonio Tinapay (1976-1987) and Rev. Fr. Constantino Batoctoy in 1987.

The city council in recognition of the invaluable services and his contribution towards the growth and development not only of Barangay Labangon but also to the City of Cebu, declared "Leonardo P. Balaga" deserves honor of a street named after him to perpetuate his memory.

The Presiding Officer of the City Council was Vice Mayor Alvin B. Garcia and the City Secretary was Pompio A. Paradiang.
