Life savers

LUZON FLOODS. Seeing what he described as “frightening floods” in Luzon including Metro Manila, a foreign news correspondent suggested that life vests be doled out to residents of flood-prone areas.

LIFE SAVERS. The correspondent said the life vests -- also called life savers -- are handed out by government groups and private business firms under a joint humanitarian program. This is what's being done in Japan and South Korea.

PORK BARREL. A similar program could be launched in flood-prone areas in the Philippines using the senator's and congressman's pork barrel funds. Puwede?
