CEBU, Philippines – A supply officer of the Land Transportation Office in Mandaue City is now in trouble after the National Confederation of Tricycle and Operators Association in the Philippines - Mandaue Chapter filed a complaint before the LTO Regional Office over her alleged failure to release the certificates of registrations.
Jobert Nemenzo, president of NACTODAP-Mandaue, said they already filed a complaint against Cynthia Duterte, the supply officer of LTO Mandaue Licensing Center, for holding the release of five certificates of registration and official receipts for unknown reason.
Their complaint was already received by LTO-7 Director Arnel Tancinco last Friday.
Nemenzo also said another separate case for grave abuse of authority and conduct of unbecoming a government employee was also lodged against Duterte before the Office of the Ombudsman-Visayas.
"Nakakita mi sa computer nga for release na ang mga OR ug CR niadtong September 12, unya ni-usa ka bulan na wala gihapon niya gi-release bisan pa sa among pag-follow-up," Nemenzo explained.
He added that he was also confused why LTO-Mandaue Head Officer Armando Avila could not also order for its release. This prompted them to bring up the complaint to the LTO Regional Office.
He said the association was compelled to file a complaint against Duterte because they pity the families of their members who have been depending on them for their daily living.
He said these five NACTODAP members were previously drivers of "colorum" tricycles or having no permanent routes, but have lately registered their vehicles after they were obliged and to stick to their routes or they will violate traffic rules and city ordinances.
NACTODAP has about 3,000 members in Mandaue City and about 200 of them are using "colorum" tricycles which have until this month as deadline for registration.
Duterte could not be reached for comment yesterday regarding the issue.
