CEBU, Philippines – The once-shelved Talisay Sanctuarium Memorial Park project of Greeneye Corporation in Barangay Dumlog has finally received green light from the Committee on Works and Infrastructures.
This as City Councilor Socrates Fernandez, in his proposed Resolution No. 2014-35-6, submitted in today's session endorsed the preliminary approval and locational clearance for the project.
But Fernandez said the endorsement of the project does not include the building of the crematorium inside the memorial park.
"The council would distinctively exclude the installation of the crematorium for approval in view of the fact that some of the requirements needed are not yet complied with," Fernandez said in his resolution.
It has been close to two years since Greeneye Corporation applied for operation of Talisay Sanctuarium Memorial Park but the application's approval had been deferred because of its proposed location.
According to reports, it will be built near a school and residential area. It will be situated outside the public cemetery in between Barangays Poblacion and Dumlog.
The proposed property is reportedly owned by a certain Dr. Andrew Quijano.
Fernandez said the project is soon to be in a Light Density Commercial Area as per Comprehensive Land Use Plan of the City Government 2001-2010.
It was further stated that the project was granted a PALC Approval No. 013-0572 and Development Permit No. 013-0322 all dated December 11, 2013 by the Housing and Urban Development and Coordinating Council of Housing and Land Use Regulatory Board signed by Mr. Alexis Roy T. Lopez, regional director.
Fernandez added that the project was granted a Certificate of Non Coverage CNC RO7-1308-0004 by the Department of Energy and Natural Resources.
The property is 9,997 square meters, saleable area of 4,484 square meters, comprising 343 garden plots and family estate plots and 1,054 columbary for ash and bone crypts.
It can be recalled in the last July session Councilors Valeriano Ylanan and Dennis Basillote thumbed down the endorsement, manifesting environment and health issues, among others.
Ylanan did not sign the report saying he would go for traditional burial. But Fernandez pointed out that there will be no development activities, such as earth moving and others, shall be undertaken at the site without the approval of development permit from the City Council.
"Any complaint against of the proposed subdivision if found valid after due notice and hearing and non-compliance with any of the requirements in all government agencies concerned, shall be sufficient cause for the revocation of the foregoing Preliminary Approval and Locational Clearance," Fernandez said.
