DENR-7 intervention sought

CEBU, Philippines — The Cebu City Environment and Natural Resources Office (CCENRO) has formally asked the Department of Environment and Natural Resources–Environmental Management Bureau (DENR EMB)-7 to intervene in a dispute over a natural spring and deep well in Barangay Pung ol-Sibugay.

The conflict, which has left about 50 families with limited water supply, has escalated after barangay level mediation failed to resolve the matter.

In its endorsement dated August 13, 2026, CCENRO explained that the issue involves water rights and permits governed by Presidential Decree No. 1067, the Water Code of the Philippines, which the office has no authority to enforce.

“We respectfully request your Office’s intervention,” wrote CCENRO Head Engr. Editha Peros, stressing that urgent attention is needed because families are already suffering from restricted access to water.

The endorsement was also furnished to Councilor Pastor Alcover Jr. and Atty. Charisse Piramide of the Sangguniang Panlungsod Secretariat.

The dispute stemmed from allegations that a natural spring was obstructed and a well was deepened in the barangay.

CCENRO conducted an inspection last month pursuant to a referral from the City Council dated July 23, 2026.

Barangay Captain Jose Cadampog later convened a mediation between the parties involved, including Aurelio Cuizon and Rubenio Cinco Sr., on August 12, 2026 at the barangay hall.

In his invitation letter, Cadampog stressed the importance of CCENRO’s presence in clarifying environmental concerns and guiding both parties toward a peaceful resolution.

He noted that repeated disagreements had already caused tension within the community, making immediate dialogue necessary.

Despite these efforts, the mediation ended without resolution, leaving the dispute unresolved and the affected families without an adequate water supply.

CCENRO emphasized in its endorsement to DENR that while it had facilitated the inspection and mediation, the matter now falls under the agency’s jurisdiction because it involves water rights and permitting.

The office stressed that without DENR’s intervention, the dispute could continue to deprive residents of a vital resource. (CEBU NEWS)
