Pulangbato housing program relaunched

CEBU, Philippines — The Cebu City Government is preparing for the re-launch of the Marcos administration’s flagship project, the Pambansang Pabahay Para sa Pilipino Program (4PH).

This, after the one that broke ground at the South Road Properties led by President Ferdinand “Bongbong” Marcos Jr. was met with some complications.

City Councilor Jerry Guardo, who also spearheaded the City’s Task Force Pabahay said, the City Government is eyeing for its groundbreaking again this week. This time, the location will be in Barangay Pulangbato, he told The Freeman yesterday.

“Together with DSHUD (Department of Human Settlements and Urban Development) Regional Director Atty. Lyndon Juntilla, Danny Ortiz of Deo Homes, Atty. Mary Salvatierra- Office of the Mayor, we are now preparing for the scheduled launching and groundbreaking of the 1st 4PH Housing Project in Cebu City,” Guardo said via Facebook.

Aside from the groundbreaking, there will be a signing of a memorandum of agreement with DSHUD, the City Government and DEO Homes.

DEO Homes, according to Guardo, was recently awarded by the Pag-Ibig Fund as one of the top three developers in the Visayas and Mindanao regions, particularly on socialized housing project for middle and low earning individuals.

With this, it has been assured that the upcoming project would offer affordable housing units at less than P4,000 monthly for the underprivilege individuals.

“Under the 4PH Housing Program - the National Government subsidizes 5 percent of the prevailing interest rate from Pag-Ibig (Fund), making the housing units more affordable with only 1.25 percent interest rate per annum,” Guardo said.

The 4PH Housing that was launched in 2023 failed to move forward after it was met with some legalities with the land ownership, according to Guardo.

Guardo said he did not know whether the SRP housing site will still push through or not, but the administration of Mayor Raymond Garcia, through the task force, decided to look for another area and other means as resolving the legal matter on the 4PH program in SRP would take a longer time.

During the groundbreaking ceremony at the SRP, Marcos pledged to provide around 30,000 housing units for Cebu City residents via 4PH.

The upcoming project, which the City is undertaking, will have 19 medium rise buildings with a total of three thousand units, initially.
