CEBU, Philippines — The newly-appointed chairman of the South Road Properties (SRP) Board, Councilor Rey Gealon, is pushing for the establishment of a “Special Administrative Zone” where permits and licenses can be processed.
Gealon said the special zone will serve as one-stop shop where all the required documents such as permits and licenses can be transacted. He said this is also in line with marching orders of acting Mayor Raymond Garcia to fast track SRP development.
Gealon has reminded the city government’s joint venture (JV) partners at SRP of their commitment to develop the area.
“This prime real estate in the city cannot sit idly by like decade's past. Economic progress in the area can only be achieved by deliberate and united action of all stakeholders,” said Gealon.
Gealon said that SRP must be treated as a "special administrative zone" where permits and licenses of business establishments, including residences, will be transacted offsite and within SRP.

"It must maintain a separate "one-stop shop" system within SRP - if only to expedite paperwork after compliance of administrative and legal requirements and regulations, and thereby, accelerate progress," he said.
Aside from this, Gealon also said that the SRP has to be declared a "discipline zone" where the speed limit has to be maintained with motor vehicles moving about only within their assigned lanes.
He added that towing operations have to be in place and traffic enforcers and marshals must be patrolling the coastal road l for better traffic management and enforcement as well as enforce order and cleanliness in the vicinity.
Further, Gealon said that concerns on street lighting, garbage collection, and flooding, among many others, must likewise be addressed with dispatch.
"Rest assured, the board will do whatever it takes within its powers, to spur progress and development in SRP," he said. — (FREEMAN)
