CEBU, Philippines — During the time when chaos and fear ruled Cebu, Jose Leyson became the governor of the province of Cebu. He took over the position of governor to replace Hilario Abellana, who was executed by the Japanese Imperial Army.
Leyson served only a year, from 1944 to 1945, as the governor of Cebu. There were only little records of him. As a member of the Kapisanan sa Paglilingkod sa Bagong Pilipinas (KALIBAPI), Leyson was also said to have been executed by the Japanese like his predecessor after he suddenly disappeared.
Leyson is one of those public servants who sacrificed lives for their constituents during the World War 2.
