PB approves 1,568 resolutions, PCL rep shines

CEBU, Philippines — A total of 1,568 resolutions have been passed by the Cebu Provincial Board (PB) in 2018.

PB Member Earl Tidy Oyas, an ex-officio member representing the Philippine Councilors League, sponsored the most number of resolutions.

He passed 176 resolutions from January to December. He broke the record of PB Member Victoria Corominas-Toribio who ranked first in 2017 with 219 resolutions. Last year, Torribio slid to rank 13 with only 61 resolutions passed. The PB has 18 members, two representatives from each of the seven legislative districts, one from PCL, one from the Association of Barangay Councils (ABC), and one from the Sangguniang Kabataan (SK). The vice governor is the presiding officer.

The ex-officio members were not elected directly by the voters but were chosen by their fellow officials to represent a mandatory government federation.

PB Christopher “Dong” Baricuatro of the seventh legislative district ranked second. He authored and co-authored a total of 168 resolutions. PB Raul Bacaltos of the first legislative placed third. He submitted 144 resolutions in 2018. This number is lower compared to the 218 resolutions he authored and co-authored in 2017 where he was second in rank.

At the bottom is PB Member Jerico Rubio of the SK Federation with only 17 resolutions passed. He, however, joined the PB only last July.

Vice Governor Agnes Magpale sponsored 47 resolution; PB Members Jerome Librando, 119; Jude Thaddeus Sybico, 25; Yolanda Daan, 114; Edsel Galeos, 94; Tata Salvador, 105; Alex Binghay, 78; Horacio Franco, 46; Sun Shimura, 76; Miguel Magpale, 60; Glenn Bercede, 47; Thadeo Jovito Ouano, 168; and Celestino Martinez III, 88.

The PB is still on break. It is scheduled to hold its first session for 2019 on January 21.

While the agenda is still not out, one of the unfinished businesses in 2018 was whether or not the governor should be given the authority to enter into a contract with the winning bidder for the P1.3 billion twenty-story resource center project of the Capitol. (FREEMAN)
