93-1 beneficiaries DWUP: Consultation almost complete

CEBU, Philippines — Cebu City's Division for the Welfare of the Urban Poor (DWUP) is almost done with the consultation with the 93-1 land swap beneficiaries for the formulation of individual contract to the city.

DWUP Operations Head Genevieve Alcoseba told The FREEMAN that they have already consulted with 36 of the 45 homeowner associations.

The beneficiaries are from Barangays Kamputhaw, Capitol Site, Kalunasan, Busay, Luz, Lahug, Mabolo, Apas, Lorega, San Miguel, Kasambagan, and Tejero.

She said her team is regularly doing the ground work for them to finish it on time so that they can finalize the guidelines for the disposition of the properties.

Consulting at least 5,000 beneficiaries is important to identify what is the real situation or what are the various concerns of the recipients.

After the Cebu Province and the city government sealed the exchange of properties last August 3, the ownership of the Provincial Ordinance No. 93-1 is now in the city.

With this, the DWUP immediately started with the consultation process.

Alcoseba said of the 36 associations consulted, they have already done the tagging process to at least 16 groups, which means the determination of the specific problems of the individual beneficiaries.

"We have to do tagging kay para makahibaw ta unsa'y concern sa every beneficiary. Ang uban mo-take ni siya og one week kay taga balay imohang adtuon," she said.

Aside from the tagging, DWUP will also get the data as to how many have not yet paid the property.

"Didto nimo makita sa ground ang nakabayad na then naa na'y deed of sale, naa sad nakabayad na but wala'y titulo. Naa pud ang naka partial payment ug no payment at all," Alcoseba said.

She said those beneficiaries who have settled their payment and have titles to their property already, the city government can start making a contract with them before this year ends.

However, Alcoseba could not yet give definite number of beneficiaries who have already made the full payment of the property since the gathering of data is still ongoing.

Meanwhile, she invited the city councilors to attend the Local Housing Board meeting within the week so that they can air out their suggestions.

Some of the city councilors were curious about the update of the disposition of the property to the beneficiaries since this is a long standing issue. (FREEMAN)
