CEBU, Philippines — The Cebu City’s Bids and Awards Committee will hold today a public bidding for the P47-million rental of heavy equipment needed in the hauling of the city’s garbage.
The P47 million will be charged under the Department of Public Services (DPS) account and it is needed for the rental of 11 dump trucks and 10 compactor trucks intended to cover this month until December.
The amount was part of the DPS’s supplemental budget that was approved by the city council last August 14.
As of yesterday, BAC Head Ronaldo Malacora told The FREEMAN that only one bidder – Geo Transport – has intimated its intent.
He said that even though Geo Transport is the lone bidder for the rental contract, under the law the city government is still allowed to proceed with the bidding process.
However, being the only bidder is not an assurance that the supplier will be declared as the winner, Malacora said.
“Dili assurance nga modaog siya, pero the fact nga siya ang existing, naa’y chance nga modaog siya as long as compliant sa requirements,” he said.
He said the Technical Working Group (TWG) will still look to the three types of bidding documents for the eligibility of the bidder.
These are legal, technical and financial.
For the legal documents, the supplier should be registered with the Philippine Government Electronic Procurement System (PHILGEPS), has a tax clearance, business permit, Bureau of Internal Revenue (BIR) registration, among others.
The technical documents contain the information that the supplier has entered a rental contract before, while the financial documents should prove that the supplier is financially capable.
Malacora said the terms of reference is still the same with the previous rental contract wherein the heavy equipment shall be running for the full 24 hours.
The winning service provider must have extra trucks in order to replace or repair the dilapidated equipment.
Other than that, the contractor is obliged to shoulder the fuel consumption.
The only role the city government would have is to monitor the operation of the service provider and to pay its service fee.
These trucks will collect trash in the barangays to the private transfer station.
It is not the first time that the city government did this scheme. In October 2017, the city started to rent trucks in order to improve the daily garbage collection. (FREEMAN)
