COA reminds Lapu-Lapu City on MOA with private facility

CEBU, Philippines- The Commission on Audit is reminding the Lapu-Lapu City government on the problems it may face on its garbage disposal if it will not enter a memorandum of agreement with the operator of their private disposal facility.

 COA, in its 2014 report, said Lapu-Lapu City may face a problem because it has no assurance of continuous availability of the services of the operator every time the need to unload residual wastes arises.

 The city engaged the services of FDRCON Company, Inc. for the transfer of residual wastes from the city’s controlled dumpsite to the private landfill.

 The company reportedly has existing contracts with other local government units and private establishments.

 “Without the MOA, which provides the terms and conditions of the agreement, Lapu-Lapu City cannot compel the operator to collect when needed, the generated residual wastes which can impact on public health and the environment,” COA said.

 However, the city explained that it is its intention to adopt a more sustainable method of waste collection and disposal.

 It is considering a plan to enter into a joint venture agreement with private companies for the establishment of a waste-to-energy facility which proposals from domestic and foreign-based service providers are currently under study.  (FREEMAN)
