16 insular prisoners transferred to Leyte Regional Prison

CEBU, Philippines - At least 16 insular prisoners from Cebu City Jail were shipped to Leyte Regional Prison in Abuyog City, Leyte on September 17.

City Jail Warden Johnson Calub said an insular prisoner form Carcar City, Cebu was shipped together with those of the Cebu City Jail to LRP, an extension of the national penitentiary in Muntinlupa City.

Insular prisoners are those who were sentenced to three years to life imprisonment and should serve their penalty at the national penitentiary. These prisoners could only stay in local jails up to three years.

The prisoners were shipped via Baybay City, Leyte to Abuyog, Leyte.

Calub said it would be cheaper for the families and relatives to visit a convicted family member transferred to LRP because the place is more accessible and affordable than going to Muntinlupa.

According to Calub, the transfer of the prisoners will help decongest Cebu City Jail.

He presented the matter during the Police Coordinating and Advisory Council meeting yesterday at the Vice Mayor’s Office.

Meanwhile, Vice Mayor Edgardo Labella said PCAC has issued a resolution to recall the firearm of an executive assistant of Mayor Michael Rama if it is proven that it was government-issued.

Labella, also head of PCAC, said he also sent a letter to Dennis Jabonero directing him to explain if the gun he allegedly used in pointing at two persons was indeed issued by the city government.

Last Saturday, Jabonero was detained at Punta Princesa Police Station after pointing a .99mm Luger at Joseph Biñas, 32, and Jefferson Gayo, 33, both residents of the barangay.

Jabonero was identified by City Human Resource Development Office chief Dominic Diño as a casual employee of the City Hall under the Office of the Mayor.

According to Labella, a gun has to pass through PCAC recommendation before the mayor approves and issue it to a City Hall employee. — (FREEMAN)
