DPWH says VECO did not act on plea

CEBU, Philippines - The Department of Public Works and Highways-Cebu City District Engineering Office has asked "again" the Visayan Electric Company to remove electric posts within its road expansion projects.

District Engr. Fernando Cruz yesterday said he made the request to VECO following the instruction of DPWH Secretary Rogelio Singson not to include projects with road-right-of-way (RROW) problems.

In his letter to VECO, Cruz specifically referred to the widening of Canduman Bridge, which is at the boundary of the cities of Cebu and Mandaue.

Cruz claimed he had already written VECO before but the firm allegedly took no action.

"Paano kami makakakilos kung ang VECO naman ay ayaw ilipat yung kanilang utilities (How can we proceed if VECO does not move its posts)?" he asked.

Cruz said the bridge widening contractor has been asking for indefinite suspension of the project, which he said they refused to approved because they want all projects completed as early as possible.

During the 888 News Forum at Marco Polo Plaza yesterday, Cruz lamented that RROW is a perennial problem for them.

"I told them most of the projects that have to be implemented in Cebu City are almost widening ang kailangan (is needed). Ang sabi nang Secretary, set aside muna 'yong may (those with) right of way problem kasi (since) we cannot complete or finish the project within the timetable because of so many hindrances," he said.

Other projects which Cruz identified to have RROW problems are the widening of Arellano Boulevard at the port area, M. Velez Street, and Archbishop Reyes Avenue.

"That is the reason why the secretary (Sison) doesn't want to include projects which has right of way problems. If that will be the case, kaunti lang ang magiging project natin (we would have fewer projects)," Cruz said.

He appealed for authorities concerned, particular the media, Cebu City government and other government agencies to assist them in RROW acquisition. — (FREEMAN)
