Davide to recommend Guial to BLGF as Capitol treasurer

CEBU, Philippines - Assistant provincial treasurer Emmanuel Guial is likely to be appointed as provincial treasurer to fill in the position vacated by lawyer Roy Salubre following his dismissal from service.

Cebu Governor Hilario Davide III is already set to recommend Guial to the Bureau of Local Government Finance (BLGF) for appointment.

Davide’s chief of staff, lawyer Ramil Abing, told reporters that the governor has no other names to be recommended for the position.

The governor himself earlier announced his preference for Guial to hold the position after the expiration of the one month designation of Yolanda Cabando as officer-in-charge.

Guial was first designated acting provincial treasurer by Vice Governor Agnes Magpale when the latter acted as governor last year following the suspension of then governor Gwendolyn Garcia.

For loss of confidence, Magpale sought to replace Salubre whom she alleged to have submitted inaccurate cash balance report to her.

Last March, the BLGF, an attached agency of the Department of Finance, implemented the decision of the Office of the Ombudsman dismissing Salubre from service after being found guilty of grave misconduct in relation to the controversial Balili land deal.

Guial continued holding the position in acting capacity until June 27 when BLGF designated former Cebu City treasurer, Ofelia Oliva, to head the Provincial Treasurer’s Office for one month under Davide.

But DOF revoked Oliva’s appointment a day after. DOF then designated Cabando as OIC for a period of one month because Guial was on leave then. (FREEMAN)
